Box 60, Clearwater, FL. 34617 Name Phone (Required for Processing) Address City State Zip Brogan defends his appointments BROGAN from C-1 cuts which included two of the Education Department's top five positions will save about $330,000, Brogan estimated. The former Martin County superintendent hedged on his campaign promise to cut the department by half. "Whether it ends up being 50 percent, 40 percent or 60 percent," Brogan said, "most important is the fact we've got to end up with a reorganization that will decrease the number of paper-shufflings and bean-counting requirements we're currently putting on 67 school districts." How much he actually can cut "remains to be seen, depending on what we can find during this reorganization," Brogan added.
Wayne Blanton, executive director of the Florida School Boards Association, said he considered it dramatic that Brogan eliminated two of five top positions. The nine cuts include the assistant commissioner of education and lower-level bureau chiefs. Among his appointments Monday, Brogan named Orlando native Frank Darden as deputy commissioner for education planning, budget and management. Darden most recently worked on policy issues for the state Republican Party. He was the GOP nominee for agriculture commissioner but dropped out of the race when outgoing Secretary of State Jim Smith decided to run.
John Ryor, executive director of the state teacher's union, Florida Teaching Professions-National Education Association, said the small number of initial cuts confirmed his belief that Brogan cannot reduce the agency by half. "It's not just an impossible target. I think it's a foolish one," Ryor said. But Ryor added he approved of Brogan's cut of deputy commissioner of educational facilities and hoped that foreshadowed more reductions in that department. Such cuts could relieve school districts of unnecessary requirements, he said.
Ryor criticized the composition of the transition team, saying, "It's a little insulting" that Brogan picked only one educator currently on the job. "I suspect General Motors wouldn't appoint a whole line of school administrators to retool an automotive plant." Brogan countered that he plans to balance the committee with more educators. He defended his choices, including Henderson. "In all of my dealings with Mr. Henderson, he has never exhibited anything but high integrity and the desire to make government better," Brogan said.
He said Henderson has knowledge of the workings of government, which will be valuable in deciding how to reduce bureaucracy. Wire services were used in compiling this report. Next step: Providing access for personal computers whom Wallace choose to be House COMPUTER from C-1 worked on the project. "All of this has been available in printed form before, but not available in one You will be able to get information on what a bill says, its status, a bill analysis and a House roll call of how members voted on the bill. And you have access to an instant printout of most of this data, unless it comes to more than five pages.
You will be able to look up who represents you in the Florida House, and find out his or her brief biography, how to contact the person and what legislation he or she is sponsoring. You also can look up a subject, such as health care, and find out about every bill House or Senate that had been filed and would affect health care. The idea came from newly installed House Speaker Wallace, D- St. Petersburg, and George Meier, executive director. The kiosks won't have as much information about the Senate, however.
That's because the system is a House project, and the Senate is less computerized. Meanwhile, the Legislature is working on supplying this sort of guidebook to lawmaking to anyone in the state with a personal computer. But "I don't think it will be this session," said Senate Secretary Joe Brown. As of Monday, "Ask the Speaker" was still in the troubleshooting phase. "I'm just playing with it to make sure there are not any bugs," said Kurt Hamon, a House staffer trying out one of the machines.
A lot of the information loaded, just for test purposes, is now outdated. But all its basic gizmos were functioning. "We want people to know they're here and start using them," said Nilson. "When I was diagnosed it took me three days to realize what was happening," he said. "Then it took me two days to get over it. You're in shock, but you get over it. You learn to live with it." And living is exactly what he has done. Since his diagnosis, Christensen has gone hang-gliding another surprise from his family and he has traveled in a hot air balloon.
"I like to fly," said Christensen, an Air Force veteran. "But I hadn't done any since I left the military in 1971." Even though he has completed all the adventures on his list, Christensen still has plans. He is looking forward to a trip to Key West with his wife and friends after a big family Christmas dinner. He also will be the guest of honor at a retirement party in January. "I keep telling them the only way for me to draw my retirement money is for me to stay alive," he said laughing.
